Q: What taxes do you collect?
A: I collect current real estate taxes for Whitehall Borough and the Baldwin-Whitehall School District.

Q: Where can I pay my taxes in person?
A: During the final two weeks of the discount period for both the Whitehall Borough and BWSD Real Estate Tax seasons, dates and times will be on the bottom of your tax bill stating when “in-person” taxes will be collected at the Whitehall Borough Building.

If these hours are not convenient, you may drop off your taxes Monday through Friday 8:30 AM to 4:30 PM at the Borough administration office where it will be placed in the tax collector’s mail box, however a paid receipt WILL NOT be available at that time.

You must leave a self-addressed, stamped envelope and a receipt will be mailed to you.

Q: Where would I mail my payment and how will I get a receipt?
A: You can also mail your payments to 3584 Reiland Street, Pittsburgh, PA 15227.  If you would like a receipt, you must enclose a self-addressed stamped envelope and a receipt will be mailed to you.

Q: Do you accept credit cards?
A: No.

Q: Can I pay in installments?  if so what are those due dates?
A: No and Yes.  No for the Borough tax, there is no provision to pay in installments for the municipal tax. Yes for the School tax. You may pay in 3 installments.  The due dates for the installment program is 8/31, 10/31 and 12/31.

Q: What if I would like to appeal my assessment?
A: This is done through Allegheny County.

Q: When do my Real Estate taxes become delinquent?
A: I must send all unpaid taxes to Jordan Tax Service in January.  So, the last day that I am able to accept payment is January 10th. Any tax payments received after that date will be forwarded to Jordan Tax Service.

Q: Do you collect delinquent tax payments?
A: No, they are collected by the Borough's and School District's delinquent tax collector.

Q: Where do I find information regarding Property Tax Relief?
A: Property Tax Relief questions should be directed to Allegheny County.

This includes both questions on the Homestead Act 50 (County ONLY) and Senior Relief ACT 77 programs(County and Borough ONLY).

Q: When are millage rates set?
A: Typically they are set in December for Whitehall Borough and June for Baldwin Whitehall School District.

Some Additional Notes:

• Taxes are due and payable as prescribed by law, whether or not a Tax Bill has been received by the taxpayer. The Tax Collector will not be held responsible if a bill is not received.

IF A BANK OR MORTGAGE COMPANY ESCROWS YOUR TAX MONEY, PLEASE FORWARD A COPY OF YOUR TAX BILL TO THEM IMMEDIATELY.

• If a Check is returned for any reason a $25.00 fee must be paid.

• In order to earn discounts or avoid penalty, payments must be postmarked by the U.S. Postal Service on or before the payment due dates as shown on the bill.

• If a receipt is desired you must return both copies of the tax bill with a self-addressed stamped envelope.

Earned Income Tax Collection Changes Start January 1, 2012

Act 32, signed into law in 2008, takes effect January 1, 2012.  Act 32 completely restructures the withholding, reporting and collection of local earned income taxes (EIT) in Pennsylvania.

The Act reduced the number of tax collectors in Pennsylvania from 560 to 69, and established four Tax collection Districts (TCD) in Allegheny County.  Whitehall Borough and the Baldwin-Whitehall School District are in the Southwest Allegheny County TCD.  Councilman Kathy DePuy is the representative on the TCD board for Whitehall Borough.

The TCD has designated Jordan Tax Service, Inc. as the collector of EIT for the Southwest District.

If you are an EMPLOYEE, you will be asked by your employer to complete the Local Earned Income Tax Residency Certification Form.  The form is easy to complete, and will ask you to certify which municipality in which you reside.

Please note that the total Resident EIT Rate is 1.5% and the PSD code for Whitehall is 730104.  Once you have completed the form, you will have fulfilled your obligation under the law.  Your employer will withhold your local EIT and remit it to Jordan, who in turn will remit it to your municipality and school district. 

If you are an EMPLOYER, you will be required to withhold EIT for all employees, and remit those funds to the various TCDs.  You will also be subject to applicable reporting requirements as adopted by the TCD.

The Borough levies a 1.00% Earned Income Tax on personal income and the Baldwin Whitehall School district levies an additional .5% Earned Income Tax for a combined total of 1.5%, including but not necessarily limited to: salaries, wages, commissions, bonuses, incentive payments, fees, tips and other compensation received by a person for services rendered. Taxpayers whose employer fails to withhold the earned income tax, are required to submit a quarterly tax return and estimated tax on or before April 30, July 31 and October 31 of the CALENDAR YEAR, and on or before January 31 of the SUCCEEDING YEAR. All residents subject to either tax must submit a final return, no later than April 15th of the SUCCEEDING YEAR.

The Borough levies a 1.00% tax on the net profits of a business, except corporations, domiciled in the Borough. Net profit taxes are subject to collection on a quarterly basis as described above.

The Borough levies a real estate tax on all real property at the rate of 4.42 mills on each thousand dollars of assessed valuation. Real estate tax notices are issued on February 1st of each year. Taxpayers subject to this tax may take a 2.00% discount off the face amount of the tax by paying the amount due in full within the two-month discount period (February 1 – March 31). Taxes remaining unpaid on June 1 or later each year are subject to a penalty of 10.00% of the tax amount.

The Borough has enacted a $47.00 Local Services Tax for each person engaged in employment within the Borough.

The Baldwin-Whitehall School District has enacted a $5.00 Local Services Tax, making the total tax $52.00.

The tax is not imposed on anyone whose total income during the tax year is less than $12,000.

The Borough levies a realty transfer tax in the amount of 3/4 of 1.00% (.75%) of the value of the real estate sold or transferred, subject to certain limitations.

The Borough issues sewer bills quarterly through its billing agent, Jordan Tax Service, Inc. Bills are generally issued on the 15th day of January, April, July and October. The 2016 sewage rate is $9.84 per thousand of gallons of water used. In addition, the Allegheny County Sanitary Authority (ALCOSAN) bills a Customer Service charge of $13.07 per bill.

The vast majority of customers are serviced by ALCOSAN, however, a few residents are serviced by the Pleasant Hills Sewer Authority. Billing rates are the same for customers of either authority.

Payments are due 30 days from the bill date. A late charge of 10.00% is assessed on late payments the first month, and one-half of one percent each month thereafter. Customers are subject to termination of service once an account is two quarters delinquent.
