Borough of Whitehall - Resolution No. 852



WHEREAS, the General Assembly of the Commonwealth of Pennsylvania has amended Pennsylvania's Right-to-Know Law, newly codified at 65 P.S. §§ 67.101 et seq., with the relevant amendments to take effect January 1, 2009; and

WHEREAS, as a result of said amendments, the Borough of Whitehall is required to designate an Open Records Officer who shall be responsible to receive and respond to requests for public records, among other duties as set forth under the new law; and

WHEREAS, the Borough is also required to post certain information pertaining to the new Right-to-Know Law at the Borough Municipal Building and on the Borough's official web site; and

WHEREAS, the Council of the Borough of Whitehall desires to appoint an Open Records Officer, to adopt a Public Records Policy and to comply with the other requirements of the new Right-to-Know Law.


  1. The Council of the Borough of Whitehall hereby designates the Borough Manager as the Open Records Officer of the Borough of Whitehall, who shall fulfill all of the duties set forth under Pennsylvania's Right-to-Know Law, as amended, 65 P.S. §§ 67.101 et seq.
  2. On or before January 1, 2009, the following information shall be posted at the Municipal Building of the Borough of Whitehall, at a place open and visible to the public, and shall also be posted on the Borough of Whitehall's official web site:
    1. Contact information for the Open Records Officer.
    2. Contact information for the Office of Open Records or other applicable appeals officer.
    3. A form which may be used to file a request for public records.
    4. Any regulations, policies and procedures of the Borough of Whitehall relating to the Right-to-Know Law.
  3. The Council of the Borough of Whitehall hereby adopts a Public Records Policy in the form attached hereto for the purpose of receiving and responding to requests for records made pursuant to Pennsylvania's Right-to-Know Law.

Upon Motion, duly made and seconded, this Resolution is passed this 17th day of December, 2008.

Residents are welcome to attend all public meetings of Whitehall Council, the Boards and the Commissions. All meetings are held in the Borough Building.

  • Council - 7:00 p.m., 1st and 3rd Wednesday of every month
  • Planning Commission - 7:30 PM, 2nd Wednesday of every month
  • Zoning Hearing Board - 7:30 PM, 3rd Tuesday each month
  • Recreation Board - 7:00 p.m., 2nd Monday each month
  • Library Board - 7:00 p.m., 2nd Wednesday each month
  • Civil Service Commission and the UCC Appeals Board meet as needed; times and dates will be announced.

Jim has twenty-seven years experience as an elected municipal official serving ten years on council and seventeen years as Mayor in Whitehall Borough.

His interest in politics began when he was a government major at the University of Notre Dame and continued through Duquesne Law School.

Jim’s first job was with Allegheny County where he served for seven years as an Assistant County Solicitor and then three years as the Executive Director of the County’s four nursing homes.

Jim has been a member of the Executive Board of the Pennsylvania State Mayor’s Association for sixteen years serving as President for four years and the Board Member responsible for the education portion of the Annual Conference for the past thirteen years.

Linda has been a lifelong resident of Whitehall, except when serving in Europe with the United States Army Signal Corps.

Linda is a 5th term councilwoman serving on the Whitehall Borough Council.

Linda is a 1974 graduate of Baldwin High School and served in the U.S. Army from 1974-1976.

Linda attended Point Park College majoring in Journalism - Communications with a minor in Political Science.

As a veteran, Linda takes great pride in coordinating the Borough's annual Memorial Day Ceremony she initiated in 2004, and in 2005 Linda initiated Whitehall Borough’s Annual Veterans Day Ceremony.

In 2002, Linda initiated the highly successful LEARN Bus Program with the assistance of the Friends of the Whitehall Library which benefits all residents of the Borough with numerous educational awards and grant monies following.

Linda serves as a tutor for the Greater Pittsburgh Literacy Council.

Linda is employed as a Legal Assistant at Keevican Weiss Bauerle & Hirsch, LLC in Pittsburgh.

Linda is serving as 2018 President of the Pennsylvania Borough Councils Association

On a personal note...

"I am honored to serve the Borough of Whitehall, and to help the people in this community in any way I can."


Philip Lahr, a graduate of the Art Institute of Pittsburgh, has worked in the graphic arts field for over forty-five years. Phil was employed by American Institutes for Research and Applied Science, both psychological research companies. He was co-owner of Super Print, advertising and printing company.

Phil is a four term council member and past President. Over the years, he has been able to acquire grant money for many Borough projects.  He was a member of the Planning Commission for seven years. He is a Whitehall Fire Fighter of forty-two years, ten of which he was President. Phil enjoys painting the beauty of nature. His paintings may be seen in the Borough Building, Library and at Eat-n-Park in Whitehall.

Phil is married to Barbara (Baker) a graduate of Baldwin High School.  She taught music in Baldwin, and was the Director of the B.C.U.M.C. Nursery School for thirty years.  They have two children and three grandchildren.

Bob is a lifelong resident of the borough and resides at 4800 Mooreridge Drive.

He is married to his wife Joanne and has two daughters, Michelle and Katie.


A graduate of Robert Morris University, Bob is a Certified Public Accountant and is currently employed as a Manager / Firm Administrator at Goff Backa Alfera & Company, LLC. Bob is a member of the American and Pennsylvania Institutes of CPAs and is active in their Legislative and Student Relationship Committees.

Bob is a Past President of Whitehall Borough Council. He has been Trustee and Treasurer of Whitehall Borough Public Library. Bob serves as a Director of the Medical Rescue Team South (an emergency medical service provider), is its past Chairman and Treasurer and has chaired its Legal and Finance Committee. Bob is a Director and past Treasurer of the Friends of Whitehall Library; and past Director on the South Hills YMCA Board of Management.

In addition, he also is a past President of the Brentwood Baldwin Whitehall Chamber of Commerce and Treasurer of the Brentwood Business Owners Association. As an active community person, he has been involved with Baldwin High School’s Music Patron Organization and the Baldwin-Whitehall PTA.

On a personal note...

Glenn is married to his wife of over thirty years, Pam, who many of you know as Mrs. Nagy from the Baldwin Community Church Pre-school, and his two sons, Jay and Grant. He has been serving the residents of Whitehall since 1996 and looks forward to serving you well into the future.


Glenn is a life-long resident of Whitehall. He is a graduate of Baldwin High School, Washington and Jefferson College, and the University of Pittsburgh. He has served on all borough committees and has been President of Council three times.

Glenn believes that Council’s main goal is to continue to provide our residents with the services and amenities they are accustomed to, including the best police department, a public works department that never gives in to Mother Nature, a library second to none, and great recreational facilities like the Whitehall Pool, tennis courts, and our beautiful parks, all at an affordable cost. We accomplish this in large part to our great Borough staff and the many residents who volunteer their time to serve on our boards.

Bill has lived in Whitehall Borough for the past twenty years with his wife, Joanne.


Bill retired form the Baldwin Whitehall School District after teaching American History, serving as Athletic Coordinator and coaching a variety of sports at Baldwin High School.

Bill is also a graduate of Baldwin High School. He attended Slippery Rock University for undergraduate studies and also holds a Masters Degree in Education from Duquesne University. During his teaching years, Bill served on various committees in the school district, including the Drug and Alcohol Advisory Board, the Hall of Fame Committee and the Budget Advisory Committee

He served in the United States Marine Corp for six years.

He is current a member of the Whitehall Council, is Chairman of the Planning and Zoning Committee and involved in the Brentwood Baldwin Chamber of Commerce.

On a personal note...

In addition to John's full time job, he also officiates college and high school track meets and high school swim meets as a PIAA and USATF official.

John has been married for forty one years to his wonderful wife Debbie and he is the proud father of two sons and two daughters and five grandchildren.


Over John's thirty-five years of living in Whitehall Borough, John raised his family while enjoying active engagement within the community.

This includes six years on Whitehall Borough’s Recreation Board, where John served as chairperson for two years, followed by two terms on Whitehall Borough Council, including one year as its President.

John is currently serving as the Treasurer for the Baldwin Whitehall Educational Foundation and is an active member of the Thiel College Alumni Board.

John is a strong proponent of Whitehall Borough and he will work hard to make it a place where folks want to live, work, play, and stay.
